According to Federal law (10 USC 246), the age limits are the same for both the organized and unorganized militia.
Think about it. If the militia were "the whole people" (as per Mason), that would include everyone from newborn babies to old folks on their deathbed.
The unorganized militia is a reserve pool of personnel upon which the organized militia can draw, so it needs to have the same age limits.
