I repeat myself, but every democide occurring in the last century began with the confiscation of private firearm ownership, yet you think the 2nd Amendment is ineffective???Private ownership of firearms did not stop the passage and enforcement of the 1934 National Firearms Act, the 1968 Gun Control Act, the 1986 machine gun ban, the 1994 Assault Weapons Ban, or any other gun control law in the country. Nor has it caused the repeal of any of those laws. As a "check and balance" on government, yes, the Second Amendment is clearly ineffective.
