Sinclair you said "bolt gun barrel that is over 25.5 inches long" so the barrel is 25.5" or the OAL of the firearm is 25.5"
If the barrel is actually 25.5" you do not need to p&w per federal regs as mentioned by grayfox. If the 25.5" is OAL of the complete rifle then yes it would need to be p&w as it would be considered a sbr. Basically for a "rifle" if barrel is less then 16" and/or overall length is less than 26 then it needs either a stamp or a p&w to bring into compliance.
