Because the stolen car was equipped with GPS, the police correctly figured it would be located. I see no issue with their reasoning.

When the stolen car was later located at an apartment complex, the police had no way of knowing if the thief was a resident, or lived elsewhere and abandoned the car there.

So, I guess you're faulting the police for not having psychic powers?
