John Paul Stevens is intellectually dishonest, like most progressives.
For the first 100 years of U.S. history, there wasn't any misunderstandings that the 2A was meant to protect the RKBA from federal government whims. In U.S. vs Cruikshank (1876), the Supremes even stated the individual RKBA pre-existed before Constitution & 2A.
It was (and still is) the progressives who attack the Constitution and declare it (and other founding documents) to be "relics".
Stevens is still butt sore over Scalia's majority opinion in DC vs Heller (2008) to which he dissented.
