Not sure what you're "hmming" about. There are a number of plausible reasons for the discrepancy. For example:

SWA rep was lying.
SWA rep was misinformed.
SWA rep didn't ask the right person.

Teacher was lying.
Teacher was misinformed.
Teacher unintentionally misspoke, saying "donated" when she meant something else (like "allocated," for instance).
