I shoot smallbore rifle and many people use a sight extension tube to get there sights out further. Consequently it also makes it somewhat quieter. You may be able to build a "thread protector" that extends about 4-6". It will probably look like a suppressor but if a LEO asks you can unscrew it and have them look down the tube. Also the sound will be directed down range and being funneled in such a tube will reduce what comes back. And about the dust kick up, that may be true but shouldn't it only take one shot anyways unless you are in a target rich environment?
