If you can't make a case when the perpetrator admitted the crime to a reporter, you're either not much of an investigator or you're just not interested in prosecuting.
Just out of curiosity, has either the OSP or the DA's office arrested and prosecuted any folks who "think wrong" on guns? I'm wondering if perhaps what you're seeing as "selective enforcement" is actually a matter of the OSP and DA wanting to avoid enforcing that law against anyone.
