Anytime the Feds get involved in something like this, they screw it for everyone. It is just not that simple to say "All states have to recognize each others CC permits".
I wish it was that simple, but it's not. Once they get their hands on it, no good will come from it.
Leave it to the states to decide who they will or will not recognize.
Right now my CO permit gets me into all but 16 states - 4 of which I have no intention of EVER setting foot in.
