To me, that definition would seem to justify the use of the ar maglock. That is what several in NY have been using. The magazine cannot be removed without opening (read dis-assemble) the action. Pull the take down pin, pivot the upper assembly, release the mag.
I had one on one of my builds. It works well if there are no malfs. If you get a double feed or similar malf, it's a PITA to clear.
