In around 1990, the two parties of the Oregon Legislature struck a grand deal. The Dems got a 3 day waiting period for handgun purchases and the Republicans got a statewide concealed carry law that allowed issuing of CWL for 'general self-defense' purposes. You did not have to prove a specific threat. It will be interesting if the Left in this state now feel empowered by this 9th Circuit decision to re-institute a specific need requirement for concealed carry permits.

With the 4 to 4 balance on the SCOTUS, the appointment of the next one or two justices is my greatest concern regarding the November presidential election.
