The biggest problem with "hoarding" for future use is that when the time comes when reloading components or ammo is scarce, it's nearly impossible to tell how long the shortage will last, or if it will become permanent. Therefore it takes all the fun out of sport shooting for me as I feel like I'm shooting up a finite resource with no way to replenish what I've burned. For example I love CCI's subsonic 22lr hp's, and have a few bricks from before Newtown. But I use them very sparingly because there is no reasonable way to get more for what I paid for those.
I have enough to withstand a long dry spell, but I wouldn't be able to shoot at the rate I normally do. No matter how much I had stocked up, I wouldn't be able to shoot at the rate I normally do. But I would be able to hunt, work up a load or two, and practice a little.
During WW2 all domestic ammunition was directed to the war effort thus all civilian sales of hunting or even 22LR ammunition were stopped. Ammunition was very scarce and even more the reason to make every shot count when hunting if one was lucky enough to have any ammo in personal stock.
It is one thing to have to sacrifice during a national emergency but when it is for political objectives it becomes a whole new ball game.
