I had some chambering problems a couple of years ago. I was using a RCBS shellholder in a Redding Press with Redding Dies.
My final solution was to take shellholder and some fairly fine, 280 grit wet dry sandpaper on a glass plate and spent about 10 minutes rubbing the top face of shellholder so that a case can enter the die just a bit more. I did not measure before or after, just tired a few cases until I got to a point where chambering was easy.
I have had no apparent problems with cases reloaded using the modified shellholder.
