They are correct. Cuomo did call for outright confiscation. That was what he originally wanted. So far, the bulk of the "law" has gone mostly unenforced. 52 out of NY's 62 counties passed resolutions against it. Most law enforcement organizations came out as opposed to it. Many have said they won't enforce it. I hear conflicting stories about enforcement, but no first hand knowledge either way. Could just be some individual officers. I think they realize that if they attempted a large scale, outright confiscation, things would end badly.
Although they really don't know how many so called "assault weapons" exist in the state, it was estimated at more than one million at the time the law was passed. Around 40,000 have been registered. Either they over estimated the total, or there are now a lot of potential felons.
