If a criminal is intent on shooting one or more people and he is not totally incapable of rational thought, he is likely to want to take out the threat most likely to thwart his plans - and spotting another guy with a gun, would try to shoot him first. I'd rather have the extra time to be able to asses a situation and have the drop on him rather than the other way around, so I'll keep concealed.
The converse may also be true....seeing an open carrier may make him decide to not start at all!
