My thoughts (1) If the Howa does come out as a Grendel it could be 2017 before you actually have one in your hand. And there is nothing to say it will be the varmint rifle you want. (2) The 527 CZ is a classic action you could hand down to future generations and still be "unique" to you -if that matters to you. (3) I have no experience with the Savage so no opinion.
I would go with the CZ,if for no other reason then the guys in hunting camp will be interested in it and its story; and bored when (as they see it ) with"just another Savage". (Said with respect to the guys with Savage Grendels-I'd use one if I had one)
