For the longest time as far back as I can remember the only thing that the USPS will ship is fired brass. Never have had a problem shipping anything through UPS. Have never shipped a whole gun but the guy told me as long as it is going to an FFL dealer there is no problem. I think it is like going to the tax office some of these folks get a little authority and think they can make up the rules as they go knowing they really have no clue as to what they are really doing. Get a different answer from different people working at the same place. Just have to laugh at them because getting upset with the idiots does no good!!! It is COMICAL!!! BANG BANG!!
