Same here. I couldn't even ship an M14 stock with no iron at a UPS drop-off. I showed the idiots--- "look, it's a bare stick of wood". No dice. Had to drive to the hub (about an hour away).
The same week I shipped a full auto MP-40 with magazines at the post office in town with no problems. Go figure.
A buddy shipped out a rare Winchester 1918 BAR at the UPS hub, and the idiots tried to refuse the shipment three times----- after they had already accepted the crate. Then the supervisor at the hub called him back again after they nearly destroyed the package when they hit it with a forklift. He had to go back there, but fortunately the Winchester survived.
I despise shipping anything. I have bad luck with all of them at times.
