The lands start as soon as the throat diameter drops below groove diameter, which is a smidgeon past the 1.670" Length (0.2644" dia) on the drawing shown above.
The lands are completely developed when the taper takes the diameter down to the groove diameter of 0.256" with the 0.2420" diameter being a reamer design convenience to account for small variations in actual bore diameter.
