Cut chrome-lined barrels?

Can chrome-lined barrels be shortened, without causing the chrome to flake?

If so, any recommendations as to gunsmiths to do the job?

The chrome and steel are so hard, so I've never seen one have an issue when cut. As long as it's crowned well afterwards, it will be fine.
