New to the forum and I'm building a tactical Grendel on a Spike's upper and lower. Bought one of the discontinued Liberty 16" button-rifled barrels with bolt from Satern. Haven't received it yet but I think it is .750 over the gas block. I plan on using a Vltor clamp-on gas block. Is there anything I can do to insure proper gassing (gas port hole size, etc.) before I put everything together? I live in Jersey and have to have a pinned muzzle brake on this thing. The gas block has to go on first and I want everything to be right the first time. Any suggestions greatly appreciated!

There is very little chance that it won't work correctly. I haven't read about any problems from the Liberty barrels. But, there are a couple options.
The first one and I DO NOT RECOMMEND THIS ONE, is to open the gas port (just a bit) and use an adjustable gas block or gas tube. That way, fully open, it will be overgassed (it probably will be anyway) and you can close it off until it is just right for your needs.
Another option is to use a two-piece gas block.
A third way to go is to build, or have built, the upper out of state. Test it for function before blind pinning the muzzle brake. Then pin it and take it back home.
I ran into the same problem with a barrel that was under 16" without a muzzle attachment. I just had to have faith that it would work. I used a set screw type gas block, so if it didn't work, I would have had to cut it off and go with the two-piece after opening the gas port. It worked right off the blocks. I think yours will as well.
