So it is not a hunting round then. Why would a target round need to tumble?

Oh they sell it as a hunting round. I don't know that all states will allow it for hunting, however, because it is not an expanding bullet. They also sell their bullets for self defense.

And it isn't that a target round needs to tumble. Many bullets are designed to shoot well that will tumble on impact, even if the tumbling aspect isn't part of their design intent. This next part I borrowed from the internet...
The stability of an accurate bullet is determined primarily by its length. The longer the bullet is, the easier it loses its stability in the air or tumbles on impact with anything (brush included). You can make a bullet lighter for a given length by using lower weight metals like copper, brass or similar metal alloys.

Some/many that tumble will disintegrate during the yaw when inside a medium such an a body, creating much more devastating wounds than a simple tumbling bullet will create.

Since it cannot mushroom or fragment, "tumbling" is the only way to maximize lethality.

I am not sure 'maximize' is the right word here. Tumbling is the only way to increase potential lethality over just simply penciling through. They could have designed a bullet that did mushroom or a bullet that did fragment. Instead, they have chosen to hype a very simply design into being something extraordinary. This seems to be some clever marketing. In the video you linked, they are really trying to given the impression that the temporary wound cavity is something amazing, but the permanent would cavity is fairly unimpressive compared to expanding ammo, such as SST.

I have to wonder why they are going with the TUI concept instead of designing a better bullet.

A manufacturer might not, but a hunter might prefer it to do something, anything, more than pencil through flesh.

I'm referring to the problem Blackout users face when trying to hunt with heavy subsonic bullets. Match bullets are not designed to open-up and 30cal hunting bullets don't open-up below a certain velocity; originally designed for faster calibers like 308. I've hunted with a variety of heavy 30cal bullets subsonic and they are all poor cousins of dedicated supersonic hunting rounds. In the end settling on the 220SMK match rounds because at least it tumbles on hitting flesh. The rest pencil through and leave the animal wounded. If the choice of weapon/calibre is fixed then the most humane decision is to choose the bullet that does the most damage, all other things being equal.

The Grendel AK is on the back burner. They know the market because they sell lots of AR Grendels already. So they are doing every other caliber AK before even considering starting a Grendel AK product. No PSA Grendel AK at the 2020 show, just a rumor.

There's even more including from Remington. Remington doesn't normally invest in manufacture of a new cartridge unless they're trying to promote their own (RSAUM, .30 RAR, 6.8 Remington SPC) or a strategic partnership (.300 AAC), or demand is significant enough to warrant them to get on the bandwagon.

I never heard any whisper of Remington even considering Grendel, so it seems to me it's more of a market demand-driven decision.

The biggest driver in Grendel market expansion is the availability of steel cased ammo, as well as its popularity among hunters, followed by long range shooters. Steel cased ammo and hunters generate more AR15s being built in the chambering.

More AR15s chambered in Grendel = more customers looking to feed their blasters.

I've been bugging Remington For over a year to load the Grendel. I guess there was enough of us to get them interested. Now I'm pushing for a 115gr'ish Core-Loct. A Model 7 threaded in 6.5 Grendel would be nice too.
