Both are offering a similarly spec'd 18" upper.
Rifle will be used for plinking and the occasional deer/pig hunt.
PSA is also offering an upper with the Vortex Strike Eagle 1-8x24mm for $649
and I'm eventually going to need a scope for what ever upper I get.

I’ve used both and much prefer PSA......
PSA hands down, no contest for me...

I'll echo Chuck's comments.
I would opt for more magnification on a scope though but it depends how far you can shoot where you call home.

Out of your choices, I'd go PSA as well. BCA is just too hit or miss from member experiences here. You may think about putting one together yourself. It is not difficult, there's a ton of info here and a multitude of YouTube videos to assist.
If you shop around, you may be able to personalize your upper for a similar cost. A quick search revealed this,

I to would go with PSA over BCA. And I don't even own anything PSA.
But more honestly I would build what I wanted before I would buy something. Just seems like I come out with a more better fitting rifle when I built it the way I want it.

PSA all the way in this choice. BCA was a horror story for me.

I'd go PSA as well. After rebuilding the them, I've actually achieved ~1 MOA out of 12.5" PSA uppers that were shooting ~2.5 MOA out of the box.

I own both PSA and BCA uppers. I rebarreled both.Upper receiver,hand guards and Parts are quality.Both have great CS. BCA barrels are hit and miss as you?ve probably read on this site. I find PSA to be slightly better quality.If you?re getting the upper for hunting and you?re going to keep the barrel I say PSA ,if you are planning on changing out the barrel flip a coin.
