In small town Idaho, you see lots of people at the grocery and hardware store who are carrying, no one thinks anything of it. The Constitution says "keep and bear arms". Bearing arms, by definition, connotes carrying arms that are visible for your own and others defense. That's our Constitutional right. Rifles were the most common arm at the time of the Constitution, so it was really addressing that right specifically. Texas gets that, but for the life of me I can't figure out why they outlaw open pistol carry! I think states where the right to open carry is based upon owning a concealed carry license is one of the biggest travesties foisted upon American citizens. The Constitution guarantees that right. MOST state Constitutions do as well. Most states also have specific signage required of those barring carry in their establishments. IF it isn't there and in the proper format, you are under no obligation to obey it. Concealed carry was a step in the right direction. We are working on open carry after passage of Castle Doctrine a few years back. There are caveats to open carry of rifles (i.e. not calculated to cause alarm)…some local LEA's use that caveat to effectively prohibit open carry. Austin, Houston and a few other towns/cities practice this (police departments, not sheriff's departments). If you are in a city limits you can carry open but need a concealed weapons permit to carry concealed under clothing. They are doing it to get into the faces of the anti gun crowd and companies that may consider banning guns in their establishments. I have a Washington State Concealed Carry Permit. Have had one for the last 15 plus years. I have carried concealed but it is pretty rare. I may have the need to carry a pistol five or ten times a year. And, none of them were because I wanted to stop by a coffee shop for a cup of coffee. I don't give money to leftist companies and find it confusing as to why these gun owners would give a cent to Starbucks. But, it is entertaining to watch on the news for a minute or two. Texas is pretty bad from my perspective, and most of the county and municipal LE in Texas have a pretty long track-record of blatant corruption, which is even applauded by many Texans that I know, as long as you are of a certain genotype. Texas was one of the meccas of voting laws designed to keep Negroes from voting, particularly within the Democrat party. I also am fundamentally opposed to concealed carry licensing, because I have to register myself as a gun-owner with the Bureau of Criminal Investigations in order to gain permission to exercise a fundamental right that was largely unregulated until the "Progressive" wave of assaults on the Bill of Rights. A criminal goes through no such process when choosing to conceal carry, which means a law-abiding citizen is placed in an unreasonable and lower legal, physical, and social position in relation to recidivist dirtbags who go through the revolving door of the system. I think CCW laws are only palatable to legislators and statists because of the revenue generated by the licensing process, and they subconsciously know that the majority of sheep asking for permission to protect themselves are so docile anyway, they pose little threat to anybody. Just to purchase a pistol in NC, you have to get permission from the County Sheriff, who after several days will issue only a certain amount of permits. Some counties limit how many permits you can obtain in a calendar year. At the end of the day, anyone should be able to practice the same carry or purchase habits that the least in society are capable of-namely criminals, otherwise you create a place where criminals are morally, legally, and most importantly-physically superior to the citizenry. Here in Utah, we have some of the most relaxed firearms laws in the Nation, but we still have CFP permitting, and it specifically limits the type of firearm to be carried in your vehicle to the anemic handgun, no rifles, carbine, or shotguns, while the marxists black militant in D.C. like Eric Holder equip narco-traffickers with real military weaponry. If that seems like a stretch, talk to any family of an LEO who was gunned-down by narco-traffickers, like the female officer who was shot in the neck just above her vest out here not too long ago. I was especially disappointed when our Governor vetoed a bill that the State legislature passed making concealed carry a right without needing to apply for a permit. Every instance I have had where a hoodlum dirtbag who thought they were going to target me and be successful occurred in the South, to include 3 home invasions, 2 attempted car-jackings, and one store burglary. Here in Utah, we don't reward criminals the same way the South does, and the demographics are strikingly different. (Every failed crime attempt against me in the South was perpetrated by one particular demographic, sans one incident.) I can't recall what the laws were in GA or NC when I was in those states but something tells me that twenty plus years ago, you had a real hard time getting a CCP in most Southern states and their laws were very strict about where you could carry the firearm and if you could have it loaded. It was easier for me to get a CCP in Mass than it was in any of the Southern states at that time. I also carry a Colt Combat Commander that is a bit smaller than a full up 1911. Sometimes a Model 13 M&P with a 3" bbl. Most of the time it is a 1911, though. County LE means sheriffs here in Texas…they are some of the most pro 2A supporters in the state. I'm not sure what time period you are referring to, but it sounds like the 60's. Some of the municipal LE (city police) may have anti 2A sentiments. Austin, San Antonio, Houston and Dallas come to mind. Add Temple (too close to Austin). The rest are pretty supportive of 2A. I think the "big city" police departments end up anti 2A because they are appointed officials and most of the big cities are liberal leaning. Sheriffs are elected officials and tend to follow the majority of their constituency. If you have a CHL in Texas, you get to skip the search line and can conceal carry in the state capitol...
