SB 683 [Firearms: Firearm Safety Certificate]....Passes 28-11
SB 53 [Ammunition: Purchase permits] ...Passes 22-14
Summary: Ammunition buyer permit requirement; face-to-face ammo sales only at licensed dealers.
Requires annual background check and permit for the purchase of ammunition.
Requires all ammunition sales to occur face-to-face.
Requires assistance from retail staff in a store to handle all ammunition for purchase.
Requires ammunition vendors to submit sales records to the CA Department of Justice.
SB 396 [Firearms: Magazine Capacity] ....Passes 24-14
Summary: Magazine ban
Criminalizes the possession of high capacity magazines regardless of the date the magazine was acquired full retroactive ban.
Results in a taking of property that was previously lawful.
Requires magazine bodies to be no longer than is necessary to accommodate 10 rounds of ammunition, the spring, and the follower.
Bans 10/30 style magazines and any factory magazine that is designed to accommodate large-frame handguns, rifles, and shotguns.
SB 755 [Firearms: Prohibited Persons] ....Passes 25-12
Summary: Expands the list of prohibited persons
This bill vastly expands the list of prohibitions to firearms possession.
SB 755 adds several misdemeanors to the list of prohibiting offenses including hazing, transferring a firearm without completing the transaction through a licensed firearms dealer, furnishing ammunition to a minor, carrying ammunition onto school grounds, and several others.
Makes it a felony to possess a firearm if a person has been convicted of two or more crimes within a three-year period and was found to have been under the influence of drugs or alcohol during the commission of the crimes.
Makes it a felony to possess a firearm if a person has been convicted of possessing any controlled substance for sale.
Makes it a felony to possess a firearm if a person has violated any protective order that was issued due to a threat of violence.
Prohibits the possession of a firearm during court ordered outpatient for mental illness during that treatment.
SB 47 [Firearms: Assault Weapons Bullet Buttons] ....Passes 22-14
Summary: Ban and forced registration of firearms.
Expands the definition of assault weapon to include rifles that have magazines which can be removed without disassembly of the action.
A firearms action is not defined in the bill, leaving it open to subjective interpretation by law enforcement officers, District Attorneys, judges, and juries.
Owners of off list bullet button, and other mag-locked firearms would be required to register (at the gun owners expense) each gun with the DOJ by July 1, 2014, or face imprisonment and other criminal liability.
Even after registration, transfer and inheritance of SB 47-regulated firearms would be banned resulting in an effective taking of lawfully owned private property.
SB 374 [Firearms: Assault Weapons registration] .....Passes 23-15
Summary: Ban and forced registration of all semi-automatic rifles (including rimfire)
Requires gun owners to register every semi-automatic rifle, including rimfire.
Requires gun owners of existing semi-auto rifles to submit fingerprints and forms to DOJ, which will be tracked in a government database.
Bans sales and transfers of virtually all semi-automatic rifles after Jan 1, 2014.
Bullet button and similarly mag-locked off-list (OLL) rifles would be considered banned assault weapons.

You mean the Bay Area and Sacramento Californians? All major metropolitan areas in California are FSA havens. Those are exactly the areas that need to be isolated, and the others break away and form new States. California is way too big for its britches. Too many city-dwellers having disproportionate influence on State and Federal matters of importance, and gerrymandering effectively nullifying a conservative vote that out-populates all the surrounding States combined.

I hope the people of Cali funally wake up and get some sense. Therefore keeping the Californians from moving to Texas because Cali is so bad. We dont need any libs coming to Texas. Californians moving to Colorado have flipped that state over.

Don't even know where to begin.......Cali has the highest tax rates in the country and the state is SO far underwater because they keep pushing strong businesses and law biding tax payers out given continuos BS. It just doesn't stop. Tax revenue is going to continue to decline, which will only compound the budget issues. Our state legislators have to be the stupidest people on earth....seriously. I'd be gone in a second if it wasn't for my and wife's job.....definitely not retiring in Cali, that is for sure! I'm a disgusted Californian......embarassing to admit!

Sadly, nope. They might well be sociopaths, though. When you look back through history, EVERY place you see lefties in charge, and EVERY place they've ever been in charge, the pattern is just the same. They all do it, and they all act surprised when things to down the toilet. But you notice that all the legislators come out on top, no matter what happens to the average Joe constituents. The laws they pass for you to obey aren't anything they feel obligated to obey themselves.

Here is the letter I wrote to Democratic Senator Block basing my views on the economic impact of these bills:
Dear Senator Block,
I am writing to request that you represent my view and OPPOSE four bills being considered: SB 47, 53, 374 and 396.
Overall, these bills do nothing to improve public safety. The evidence is clearly against the logic of these bills. The so-called "assault weapons" are rarely used in crimes. So the cost of these bills FAR outweighs their benefits.
The costs to the State include:
1. direct cost of implementing the new laws
2. direct cost of enforcing the new laws.
3. loss of tax revenues from sales of the weapons that would now be banned (the most popular selling items)
4. loss of tax revenue from ammunition sales - direct and online. People will go to other states to buy in bulk.
5. loss of tax revenue from manufacturers who move out of state (similar to CO and NY)
6. loss of tax revenue as those who decide CA has gone too far infringing on their freedoms
These bills DO NOT make the streets safer and go a long way to undermining our economy.
Remember, the AR ban of 1994 did NOT prevent the Columbine school shootings in 1999.
Please spend my tax dollars on issues that affect more people and NOT limit my freedoms.
Vote NO on these bills.

I appreciate that......I love the great state of Texas. My mom was born in Texas and my grandma and grandpa grew up there. I have many aunts and uncles in south Texas......in the German/polish communities south of San Antonio. I love going down to their farms.....a couple raise some pretty cool species of deer and elk, and another one raises trophy whitetail. Love the hog hunting in that area too.....or should I call it eradication. I can definitely see myself living in Texas in the future.....really like the outskirts of Austin.

As Vice-chair of the Senate Public Safety Committee, I appreciate you contacting me regarding gun rights issues in the past and wanted to inform you of an anti-gun rights bill, SB 396, that was approved in the State Senate on Wednesday and now heads to the State Assembly.
I opposed this bill on the Senate floor and made it clear during my floor speech that it will limit the ability of law-abiding citizens to effectively defend themselves while doing nothing to combat violent crime. You can watch that video here. In my district, many California families live in rural areas where police response times are longer. Many residents are unable to afford the high walls and private security that others enjoy. Legal access to a firearm is sometimes the only option a single mother has to protect her children from intruders. While SB 396 cleared the floor Wednesday, the fight to protect the Second-Amendment rights of law-abiding Californians must continue.
