The following is a list, provided by the White House, of executive actions President Obama plans to take to address gun violence.
1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.
2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.
3. Improve incentives for states to share information with the background check system.
4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.
5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.
6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.
7. Launch a national safe and responsible gun ownership campaign.
8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).
9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.
10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.
11. Nominate an ATF director.
12. Provide law enforcement, first responders, and school officials with proper training for active shooter situations.
13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.
14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.
15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.
16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.
17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.
18. Provide incentives for schools to hire school resource officers.
19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.
20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.
21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.
22. Commit to finalizing mental health parity regulations.
23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

1. Loophole registration and tracking of gun owners, in violation of the Tiahrt Amendment of 1986.
2. Coerce States into participating in the registration scheme.

4. Attorney General creates "cannot buy" list of potential threats, in violation of the Bill of Rights and US Law.
5. More ammunition for LE to confiscate permanently your firearms, as in cases where your gun was stolen and you are not a suspect.
6. Lay the Federally-administered framework for eliminating private sales altogether.
7. Prepare the masses for submission to Federally-controlled registration and training schemes that will be prerequisites for owning firearms and ammunition, like in Europe and CA.
8. Prepare the way for mandatory storage requirements, like in many places in Europe.
9. Another loophole registration scheme.
10. Use data collected in above manners to track firearms and more importantly, owners.
11. Find someone dumb enough to take responsibility for that agency.
12. Re-allocate funds that this administration pulled from the Federal budget over the past 4 years, that were already in-play from the Bush Administration.
13. Create arbitrary mandatory sentencing laws that will penalize gun owners, even if no crime has been committed.
14. Create another legitimate-appearing agency with demand for registration information.
15. Micro-stamping, electronic access, and other government tracking device implementation, to crush business and produce no usable crime-stopping tools.
16. Use Obamacare as another loophole tracking/registration scheme via your healthcare providers.

Hmm...LRRPF52 has some great analysis, but still not near as bad as some (myself included) were thinking. Nothing in there about tracking ammo, components, or registration of weapons currently owned...could be coming, but not yet. Agree that the implication of future actions are scary, but still not as bad as it could have been. Kinda softballed from all the tough talk over the last few weeks.
From the Left’s viewpoint (ie, let’s think like the enemy for a moment), the President is probably going to be slammed for not going after an Assault Weapons Ban renewal or Hi-Cap Magazines imediately. Soooo…he has made no one real happy with this.
Working on reading through the whole PDF. Seems as if the the list may only be half the story...looks like he is going after the assault weapons, just not listed as one of the 23 listed. I was wrong, it is as bad as I feared. Pdf is located here

Cook County , IL is entertaining the idea of creating a "violence tax" of $25 per firearm and possibly $.05 per round of ammunition. These are inanimate objects people! Why not an "excessive speed tax" on vehicles that are capable of exceeding the speed limits (because Detroit and the auto industry would need another bailout). Boycott movies that get these liberal leeches millions of dollars that in turn donate to the people who are trying to outlaw their "props". Think about where 90% of the stars of action movies would be today if they were not allowed to portray violent actions or characters. Can you imagine seeing Bruce Willis, Arnold Schwartzegger, Sylvester Stallone or others of that ilk doing serious acting, say maybe Shakespearian???
IMO they need a good swift kick in the purse. Nothing else seems to stir their attention!

Not sure what other data he is talking about.
2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system. - This is currently not allowed under the provision added into the ACA by Harry Reid. This will have to go through Congress to be changed.
3. Improve incentives for states to share information with the background check system. - Every State I am aware of utilizes and contributes arrest/conviction data to NCIC. Not sure what he is looking for.
4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks. - Whose criteria determines the categories for change? Will male, white, Christians or Veterans get rolled into some category?
5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun. - This is handled by State Law and Department Policy. CCH has run a check on anybody arrested or anyone claiming any seized property.
6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers. - FFL's already do NICS checks on any private seller transferring a firearm through them. There is currently no law to make all private FTF sellers have a NICS check done. A new law would need to go through Congress.
7. Launch a national safe and responsible gun ownership campaign. - The NRA already does this. Why doesn't he provide funding to the NRA to help them? It would be much more cost effective then to create something from scratch.
8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission). - The CPSC created the safety standards in the first place.
9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations. - They should have been doing this all along and it is his agencies that failed to do so.
10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement. - NCIC contains a database of stolen weapons.
11. Nominate an ATF director. - This was his responsibility and he has failed to do so. Where was his priority then?
12. Provide law enforcement, first responders, and school officials with proper training for active shooter situations. - Law Enforcement already has this training, as do First Responders. The NRA has offered FREE training to them as well as School Officials and was ridiculed by him and the left. So now it is a good idea because he says it?
