Please explain to me in very simple terms why I am too dumb to understand his rating system.
I am a member so I can see the dB's. I look at various silencers with very similar dB ratings but his proprietary rating system shows a great difference. Sometimes, a louder can gets a more favorable rating.
The website testing is pay to play I believe. That right there makes me wonder.
I may be wrong, I may be dumb. Let me know.

I stopped there. PEW-SOFT? Sounds like something a *insert religious joke*
Dissecting just this little excerpt:
Section SSS.4 - Test Method and Results
Subsection - Accurate pressure waveforms
"an excellent tool for generating those" - "Those" shouldn't be inferred as Accurate pressure waveforms in the first sentence of a technical document.
I doubt said software exists.
