Is it possible to convert an AR barrel to be a bolt action? Has anyone done this before and is there a standard to fill the gas port?

You might be able to convert the AR-15 barrel to a bolt action AR-15 or side charger AR-15 with the adjustable gas block shut off. I know people will cover the gas port with the gas block so no gas can escape for use as a dedicated 22 LR barrel and 22 conversion bolt.
I dont know of any traditional bolt action rifle receiver which uses an AR-15 barrel extension to mate up to an AR-15 bolt. By the time you remove the barrel extension and machine the barrel to fit the bolt action receiver Id rather have a purpose built replacement barrel fitted to my bolt action receiver.
If your a machinist and have access to the tools a AR-15 barrel could be fitted to a bolt action receiver as a project. Is it financially feasible, probably not if you have to pay someone to machine/install the barrel.
Unitah Precision sell an bolt action AR-15 upper which fits an AR-15 lower. Id assume they are using a traditional AR-15 bolt and AR-15 barrel extension. I dont know if they sell individual components for a home build project.

to be clear I want to get a machinist to convert the barrel only and put it on a rem 700 action with the appropriate bolt face.

It would be cheaper and easier just to have a barrel made and installed then trying to convert a ar barrel over too a bolt action fit.

Impossible.
The OD of an AR15's barrel threads is 0.830" (with the barrel extension removed). The ID of a Rem700 action at the threads is 1.063"
An AR barrel is too narrow to touch the insides of a 700 action.
Even if you chopped off the barrel's threads and started again there would not be enough meat on the barrel to work. Plus the cost of all this would be more than just buying a new barrel blank.
