If your talking about length of buffer tube, you can use carbine or rifle length buffer tubes on any upper as long as they are weighted right.
Swap lowers completely, shoot it, see if it functions right

I did take time to mark and line up the port. Did the compressed air test and it "seems" to work fine. I may take it off and re-do it- just to waste some more time
Do you see any signs of gas leakage around the gas block or tube?

Update:
I went to the range today and put in my BCG (Wilson Combat) from my other AR. Cycled flawlessly on 1/2 gas.
The original BCG was from PSA https://palmettostatearmory.com/palmetto-state-armory-custom-dlc-coated-5-56-nato-full-auto-bolt-carrier-group-gray-5165457996.html and I *think* made from toolcraft. I never had to "break in" a BCG and I'm leaning towards that I got a dud of a BCG.

If the only thing you changed was bcg then weigh them, check gas key alignment, etc... try to find the differences.

The Wilson is much better finished and is Nickel Boran vs the PSA which is DLC finished. Otherwise everything else on the PSA seems ok.
The Wilson bolt does run smoother. When the PSA hits the bottom of the magazine follower there is a definite catch.
I think that the Wilson is just better machined with likely tighter tolerances and the NB coating is pretty slick.

Yep, something's off with the gas key. It's either leaking (wonder if they didn't seal or torque it properly...or both). Ask PSA for a replacement.

Your BCG was probably not very gas efficient. The 3 bores and gas key bore can effect the gas efficiency of the BCG https://www.youtube.com/watch?v=nQWGQuLyUCU

Chad addresses loose carrier keys with his reverse torque test in the video I posted. Loose carrier key or bad or worn gas rings, are the first places I will look. Some manufacturers seem to have a higher rate of problem parts than others.. What many people don't always understand, is an AGB will only restrict the existing barrels port pressure. It is staked and *seems* to have a good seal.
I put the PSA BCG in my .223 and it was flawless over 200 rounds. I'm thinking that the 6.5 needs tighter tolerances for it to run well, as my 223 is likely over gassed.

Same problem with a PSA bolt/carrier assembly on a new build. 16 Monster bbl, carbine complete lower off another rifle. Rifle would fire and eject but not lock open. Opened the oOden adjustable gas block all the way. No difference. Replaced AGB with a new standard gas block. No different. Changed bolt/carrier with another rifle.. no difference. Changed to a different complete carbine lower, no difference. Drilled out gas port from .072 to .089. Bingo! (This operation not for the faint of heart). Do a search on this. Pay attention to Montanas thread on this.. hth
