The scope you bought is cheap. Thats not an insult.....rather a statement of fact.
Plenty of decent scopes you can get for around $300 that will do fine. Personally, on a hunting or SD rifle Id likely spent 2-3 times that amount at a minimum.
After shooting NightForce and other high end scopes youll appreciate what a $1,500-$3,000 scope can do on a very nice rifle.
Simple formula for a true precision gun.....
Glass = 35-50% of rifle cost
Barrel = 25-30% of rifle cost
Trigger = 10-15% of rifle cost
The rest is all in other parts and smith costs (if you do your own smithing thats where the higher percentage comes into play).

I agree it's bad glass. Replace it with the best you can afford and move on. About 10 years ago the local Scheels Sports Center had their company-branded scopes on sale. I picked up a Scheels 2.5-10 mil dot for $149. The damned thing tracks like a tank and is exceptionally clear. When I suspect a bad scope -no matter who made it- I slap this scope on the rifle in question. It has never failed me, proving that not all inexpensive scopes are junk.
I am a sucker for trying out new company products and recently bought a set of Styrka (pronounced "steerka") binos. They were inexpensive and excellent clarity. That prompted me to buy a 3-12X42 Series7 scope on sale from Optic's Planet for $269 after other discounts and promos. It is a decent piece of glass. I put it on my Tikka UPR 6.5 Creedmoor and ran the turrets all over creation. Came right back to zero. They state a no fuss warranty as well: they won't honor deliberate damage, theft or loss, but any other mishap or malfunction is covered. You can send your glass in once a year for cleaning and tune up. I haven't tested this warranty but I will send the bino's in this March or so to see what they do. The Series 7 scopes are their higher end? but all their glass carries the same warranty. I haven't completely torture tested that scope but the brand might be worth a look.~Riuma

More likely a tire-out-of-balance problem, and possibly an old, cupped tire from being out of balance a while. You don't fix that kind of problem by buying a different vehicle. You replace/rebalance the tires.
Unfortunately there's nothing you can fix on an inexpensive scope. Or any scope for that matter. They aren't really serviceable, generally speaking. You just need to buy a higher quality scope. Better materials, better assembly and QA. Luckily, you don't need to spend a grand to get a good one. A couple hundred will get you a decent hunting scope. For a tactical scope, you might need to spend a little more than that.
