That's not a bad price but we have 20 inch group buy barrels for sale here for less that I'm positive have a sammi chamber and shot dang good for the price.

So you're going to manufacture a rifle for a friend and you're not an FFL? I would check on this beforehand. The thought is absolutely brilliant and your friend is certainly deserving, but the legality is questionable.

Welcome to the Horde.
By MFG do you mean assembling a rife from parts, or milling an 80% lower?
As long as your "Friend" buys the lower and can pass the 4473 at an FFL, then there is no issue...if assembling from parts.
If you are milling an 80% lower...then there might be an issue that you would need to consult a lawyer on as there are specific guidelines about that.

To my knowledge I don't have to be an FFL if I plan to give/donate the rifle to a veteran, however I will check the legality of it. Every FFL person I have talked to has not mentioned anything regarding legality. But, that doesn't mean I'm right or wrong. I'll do some research tonight during my all-nighter work session.

Depending on your state laws, you can assemble the parts and gift it, but you may have to do an FFL transfer to this person. An ATF agent with a grudge may say that you mfg'd a rifle and are in violation since you don't have your own FFL license.
Technically everything you have stated qualifies as a Straw Purchase right up until you take the rifle and your friend to a shop and do the official transfer weather or not required by law.

End of the day, it's on you. If the person you are doing this for is a responsible party that could otherwise go to a gun store and purchase a firearm on their own (able to pass the 4473) then there is not much worry. If you know this person as being unable to buy one on their own.....

While every state law varies a bit, most of them allow for private sales and transfers without going through an FFL or getting a background check. In other words, its perfectly legal to buy a firearm and later sell it to your range buddy or give it as a gift to someone. However (as has been said), you can only do that if you honestly believe the person receiving said weapon has the ability to buy it on their own.
Where you may run afoul of the law is buying it all yourself, assembling it and giving it to your buddy. Under most circumstances, youd probably be fine. But youve now gone through Al Gores amazing internet and stated your intentions publicly. If the ATF gets a wild hair up its ass, you could have an uncomfortable interview in your future.
Talk to a 2A friendly lawyer in your area to be safe.

You also need to be residents of the same state to do a private transfer without going through an FFL.
The BATFE also went crazy recently saying you couldn't even use someone else's tools to complete an 80%, so completing one for someone else is almost certainly against the law according to the BATFE...
