Have had a keg of Lever laying around for a couple of years now and finally got around to trying some. Wow. CanÂ’t believe the ES/SD numbers IÂ’m seeing with it, especially being a spherical powder. Maybe Im late to the party and shouldnÂ’t be surprised.
Anyway...........

I was going to go to the range today but it's 38F at noon...
I loaded 30 rounds with lever evolution and 123 ELD's...
10 with 30.0 grains, 10 rounds with 30.5 grains, and 10 rounds with 31.0 with a OAL of 2.272...

The op was asking for starting loads. Not max loads or favorite loads.
I use CFE223 as a good general guide when developing loads using LeverEvolution. (as do others on the forum.)
Here are the STARTING loads for cfe223 and those bullets as listed in the Hornady manual.
123 eld - 26.2 grains
130 eld - 27.9 grains. (not a typo, double checked)
